This new report has just shown how biased the NHL's Department of Player Safety is against the Toronto Maple Leafs, and there is a major reason why.

Report Shows That Toronto Among Top Most Suspended Teams in NHL

With the talk about Brendan Gallagher's expected suspension, there has been a renewed focus on how inconsistent the NHL's Department of Player Safety has been with regard to the number of games and severity of hits, especially since it was reported that Gallagher would be receiving less than 5 games.
Now, Jeff Veillette has shown that the Toronto Maple Leafs and the Boston Bruins are among the top teams who are suspended, and it isn't close.
DOPS talk made me curious as to who have been the most suspended teams in the Parros era (17/18 to Pres)

- On-ice suspensions only
- Automatics don't count
- Original rulings, not appeals
- Regular Season + Playoffs
The report has the Toronto Maple Leafs at the top of the list, despite their reputation as a 'soft' team.

Fans Call Out Department of Player Safety and Parros for Bias

Fans immediately called out George Parros, the head of the Department of Player Safety, for the bias that could have come from his playing days. Parros was a member of the Montreal Canadiens, so fans were quick to point out that it makes sense for him to have a bias against the Leafs and the Bruins.
I mean.. BOS and TOR at the top does make you wonder if there is some bias here concerning George Parros.
For instance, Jason Spezza will get more games for his hit against the Winnipeg Jets as a first-time offender than Gallagher, a member of Parros' former team, will get for a direct headshot.
Reminder that Jason Spezza got 6 games for this as a first time offender.
