The eligibility of Russian players to compete in the NHL has been a topic of discussion, especially due to the conflict in Ukraine.
Despite the NHL's insistence on not implementing location-based bans, recent developments indicate that it could be different for Russian players, after a new measure taken by Russia.
Russian Players Forced to Play in the KHL Before the NHL
A short while ago, news emerged from Russia that President Vladimir Putin had issued an official directive mandating a minimum number of seasons that hockey players must play in the KHL.

"We have an order from the President, according to which young players should stay here - in Russia."
They have been working on rules to not allow players to go abroad before a set amount of time.
This new directive could complicate matters for NHL prospects currently competing in the KHL.
For instance, it may mean that the Philadelphia Flyers have to wait an additional three seasons before their top prospect, Matvei Michkov, becomes eligible for the NHL. This rule is also likely to result in situations where teams avoid selecting certain players due to the extended 4-5 year waiting period.
